The fastest approach is to do 9 tasks with Turael (who gives easy, quick tasks) then one task with Duradel or Konar for the 10-task streak bonus of 50 points. Repeating this loop gets 750 points in roughly 10 cycles.

Nightmare Zone (75,000 NMZ Points)

If you’re already farming NMZ for combat XP or herb boxes, you can buy a Rune Pouch from Dominic Onion’s shop for 75,000 NMZ points. This is a reasonable alternative if you’re short on Slayer points or want to save them for Imbues.

Boss Drops (Bryophyta and Obor)

Both Bryophyta (Moss Giant boss, ~1/118 drop rate) and Obor (Hill Giant boss, ~1/69 drop rate) can drop the Rune Pouch. These are F2P bosses accessible in the Giant’s Den — viable for Ironmen who want to avoid Slayer point spending. Members can access them too, but Slayer points are generally faster.
