One Thousand Voices has a 10% chance to appear in one of the 24 chests at the end of the Last Wish raid in Destiny 2. To open the chest, you need an Ethereal key and your character can hold up to 5 of these keys at the same time. This makes the chance of getting the 1000 Voices somewhat higher.
