Outlaw Rogue Overview

As you might guess from the name of the specialization, Outlaws is a gang of infamous gangsters, pirates, and other scoundrels. They are ready for anything to achieve their goal. Covered by the shadows, Outlaw Rogue engages in combat with all the dirty tricks they have.

Like any other Rogue specialization, Outlaw uses Energy to cast their abilities. These attacks can generally be classified as Generators, which fill up Combo Points, and Spenders, which consume those Combo Points for a powerful strike. But, as Rogues are unique, their spenders are also called Finishing Moves.

Outlaw is a very fast-paced spec where you can mash many buttons to deal direct damage. It features the iconic Blade Flurry mechanic, allowing you to deal with AoE damage while continuing your standard spin rather than relying on special AoE abilities and spins. Roll the Bones, which is often seen as a somewhat limiting aspect of the spec, is not very clear to newbies but adds some differences to how it works. It would help if you did not let this stop you from enjoying this specialization.

Outlaw Rogue is an interesting spec, that allows for fun and easy gameplay, but it has its pros and cons.

Outlaw Rogue Season 3 Changes

There’s not much that can be said about WoW TWW Outlaw Rogue changes in Patch 11.2, though one thing is quite important. Killing Spree receives an update that slightly changes the ability mechanic, making it more like Fists of Fury, or Eye Beam.

Outlaw Rogue Season 2 Changes

In WoW TWW Season 2, Outlaw Rogue will receive minor changes to its abilities and talents. Additionally, a new tier set, Spectral Gambler’s Last Call, will be introduced in Season 2 and can be obtained from the new raid in The War Within Patch 11.1.

In WoW TWW Patch 11.1, only one ability changed for Outlaw Rogue:

Outlaw Rogue Talent Changes

In WoW Patch 11.1, Outlaw Rogue will see changes to several talents in both PvE and PvP. Here’s the list:

PvE:

• Sleight of Hand — Roll the Bones has a 12% (before 15%) increased chance of granting additional matches.

PvP:

• Enduring Brawler — Every 3 sec you remain in combat, gain 1% chance for Sinister Strike to hit an additional time. Lose 1 stack each second while out of combat. Max 15 stacks. (Removed)
• Take Your Cut — Removed.

Outlaw Rogue Changes In The War Within

Outlaw Rogue has seen a comprehensive overhaul in The War Within update, with significant changes to both class and spec talent trees. Firstly, the new WoW Outlaw Rogue talent tree — Hero Talent Tree should be mentioned, as it serves as an additional layer of customization and flexibility and allegedly allows players to tailor their abilities more precisely. ​

Also, in The War Within the Warbands feature became available. Now, you can transfer your resources to your alts or change the warbound gear. To start using all these benefits you need to unlock the Warband Bank by completing a questline or asking our team to do this for you and save you time.

Outlaw Rogue Hero Talents

In The War Within Outlaw Rogue Hero Talent Trees are Fatebound and Trickster. These passive trees are a very convenient adjustment to the class and spec trees of Outlaw Rogue, as you can customize your character even more.

• Fatebound: is a tree that focuses on enhancing Hand of Fate and a percentage-based damage increase to your damage profile;
• Trickster: this tree is centered around Unseen Blade and allows you to improve your performance in AoE fights.

Changes to The Existing Abilities And Talents

In The War Within expansion, Outlaw Rogue WoW talents have undergone significant changes, including the reworking of several key abilities. Acrobatic Strikes no longer increase melee attack range but now boost auto-attack damage and movement speed. Additionally, Cut to the Chase is now the baseline for all Rogue specs, while Subterfuge has been adjusted to last 6 seconds and is a 2-point talent in the class tree.

In the spec tree, Adrenaline Rush no longer independently reduces the global cooldown (GCD), but now scales with Haste, making Haste a more valuable stat. Count the Odds now provides consistent benefits both inside and outside of stealth, and Underhanded Upper Hand no longer affects Slice and Dice, which auto-extends via Cut to the Chase. The removal of Shadow Dance from the class tree and its replacement with an additional charge of Vanish, along with the removal of Sepsis, make it obvious that stealth reliance is no longer the priority.

Basics of Outlaw Rogue Gameplay

To let you know what Outlaw Rogue Gameplay is made of, we prepared a list of interesting facts about Outlaw Rogue:

• Decent Amount of Defensive Cooldowns: Feint is a good ability against AOE damage. Evasion is one of the strongest defensive cooldowns against physical damage. Cloak of Shadows gives you full immunity to magic damage and magic effects. Crimson Vial is a good heal for only 20 Energy. Cheat Death prevents you from occasional deaths.
• Mobility: Grappling Hook is some kind of travel ability with a ground target option. You don’t need a target to use this, just like Warrior’s Leap. Shadowstep teleports you behind the target. Good mobility is optional. Sprint is common for all rogue specializations. Fleet Footed is a good move speed passive.
• Crowd Control: Cheap Shot is a 4-second stun that requires being in Stealth. Kidney Shot is a CC Finishing move that stuns up to 6 seconds. Sap is a Stealth required disable and can be used on a non-combat target. Blind is a combat version of Sap, which does not require Stealth.
• Damage Cooldowns: Roll the Bones is your main mechanic. You can get 1 of 6 buffs: Grand Melee, Buried Treasure, Ruthless Precision, True Bearing, Skull and Crossbones, and Broadside. There is a small chance of getting 2 buffs at the same time. Blade Flurry is your AoE cooldown for consistent cleave damage. It has a target melee of up to 5 (8 with Dancing Steel talent). Adrenaline Rush is your main damage cooldown. You should never allow your Energy to hit the maximum cap during this.

Outlaw Rogue Rotation

Outlaw Rogue has its own interesting way of playing. You have a number of abilities you should use when they are available. At the same time, you should generate and spend Combo Points. To summarize all of this, we can simplify WoW Outlaw Rogue rotation to a specific order. But you should know that you will lose DPS anytime you miss your priority ability.

• Use Blade Flurry before the pull. Refresh it if it drops off.
• Use Adrenaline Rush and Slice and Dice before the pull.
• Use Sinister Strike as your main builder.
• Use Ambush when it is available to cast and Pistol Shot when you have an Opportunity proc, at either 0-1 CP or when you are in Shadow Dance.
• Use Dispatch as your main Finisher.
• Use Between the Eyes on cooldown if it is available. During Shadow Dance, Vanish, or Subterfuge, only use Between the Eyes.
• Use Roll the Bones on cooldown if you only have 1 buff or only 2 buffs AND Loaded Dice is active.
• Use Adrenaline Rush, Blade Rush, Ghostly Strike, and Shadow Dance on cooldown.
• Use Shadow Dance and Vanish at maximum Combo Points, and with Between the Eyes ready.
• Maintain Slice and Dice at all times.

Outlaw Rogue is a spec that mainly focuses on supporting its buffs and cooldown. The decision to reroll Roll the Bones every time the cooldown expires or to stay with your current effect and wait for it to expire will depend on each effect and the current situation you find yourself in. Roll the Bones will soon become second nature as you ensure that you do not waste resources or sit on cooldown for too long.

Most of your cooldowns do not have a static cooldown timer, as Restless Blades continually reduces your cooldowns as you spend Combo Points. Taking advantage of this cooldown reduction is key to playing Outlaw Rogue effectively and reaching the highest M+ and Raid damage. Outlaw Rogue Stats

1. Agility;

Agility is our primary stat that provides Attack Power, increasing the damage of your abilities. Versatility increases your damage done and reduces damage taken. Then, Critical Strike boosts your chance to deal double damage with attacks and enhances Improved Between the Eyes when it critically hits. Haste boosts attack speed, Energy regeneration, and the frequency of Main Gauche procs, also reducing GCD during Adrenaline Rush. Mastery is the least important stat that increases the damage of Mastery: Main Gauche procs, which can trigger Combat Potency to boost Energy regeneration.

Outlaw Rogue Leveling

Having access to Blade Flurry very early on, in addition to Evasion and a cheap and easy heal later, should make it easier to level up.

Generally speaking, Outlaw Rogues have fairly weak basic cooldowns, but they make up for it by dealing consistently high damage overall. Anytime you have Evasion and Cloak of Shadows ready, you can take out as many targets as you can, provided you can kill them fast enough, which shouldn’t be a problem.

You can choose to level through dungeons or quests. Just queue for random or timewalking dungeons to gain tons of XP, or choose the Draenor/Legion timeline at Chromie and go questing. Or, you can ask for Power Leveling and our trained professionals will do this for you faster than it would take to do it yourself.

Outlaw Rogue Leveling Tips for The War Within

Here are some tips for leveling your Outlaw Rogue in Dragonflight to reach the maximum level:

• If you can afford Heirlooms, use them. Bonus experience and progressive leveling items will be helpful.
• Use your Outlaw tree wisely. Spending talents thoughtlessly will only slow your leveling.
• Try to optimize your route during questing.
• If you pull too many mobs, try to escape. Avoiding unnecessary deaths is also important.
• Don’t kill one mob at a time. Gathering three or four will be faster.
• Choose the gear with the highest ilvl. The more WoW Outlaw Rogue stats you get, the more damage you deal.

And don’t forget about the consumables. Correctly chosen consumables will speed up your leveling:

• Gunshoes;
• Light-Step Hoofplates;
• Comfortable Rider’s Barding;
• Bear Tartare;
• Drums of Deathly Ferocity;
• Potion of Phantom Fire;
• Cosmic Healing Potion;

Start by simplifying your rotation and gradually adding more abilities. You will be amazed at how it can impact your DPS. Remember, practice is the key to perfection.

Roll The Bones

The basic rule to Roll the Bones is to reroll your buffs if you have only one buff without Loaded Dice or if you only have 2 buffs while Loaded Dice is active.

You will also want to reroll Roll the Bones if you are about to use Vanish or Shadow Dance, and your buffs will run out during their duration.

The buffs are as follows (in order of value from best to worst):

• Skull and Crossbones boosts Sinister Strike chance to strike an additional time by 25%;
• Broadside causes your Combo Point-generating abilities to generate 1 additional Combo Point and increases their damage by 15%;
• True Bearing causes finishing moves to reduce the remaining cooldown of some of your abilities (including Adrenaline Rush) by 0.5 seconds per Combo Point;
• Grand Melee now causes your Blade Flurry to make you deal 10% additional damage to nearby enemies and 5% more damage;
• Ruthless Precision increases your Critical Strike chance by 15% and the Critical Strike chance of Between the Eyes by 60%;
• Buried Treasure increases your Energy regeneration by 5 per second.

Adrenaline Rush

Adrenaline Rush increases your Energy regeneration by 60%, maximum Energy by 50, and your attack speed by 20% for 20 seconds. It should be used on cooldown. Do not hesitate to stack it with Bloodlust, Heroism, or Time Warp as you will still benefit from the increased attack speed, though you will likely Energy Cap (this is not a problem). Adrenaline Rush has a 3-minute cooldown, but this can be reduced by the True Bearing and Restless Blades.

Outlaw Rogue Macros

In The War Within you can try to use macros to improve your gameplay. Many players say that macros help to achieve better DPS results as it’s a faster way to use your spells and avoid downtime.
