To obtain the WoW D.I.S.C. belt, you need to run Overcharged Delves, completing related quests. Head to Dagran Thaurissan II in Dornogal (/way 47.99 43.50) to pick up your first quest. There are 5 quests in total that will help you to unlock the D.I.S.C. Belt:
- Titanic Rumblings
- Titan Consoles
- Titan Disc-Count
- Overcharged Console — grants access to Overcharged Titan Console
- Durable Information Storage Container — unlocks D.I.S.C. belt

To increase the D.I.S.C. belt item level in WoW Patch 11.1.7, pick up and complete a weekly quest Gathering an Upgrade from Dagran Thaurissan II (the same questgiver as for the initial task):
“Acquire 4 Faulty Titan Directives and complete an Overcharged Delve”.
The quest will reward you with an Overcharged Chest, containing a Champion item and a Titan Memory Card. This is exactly what we need to upgrade the belt. By the way, the easiest way to complete Overcharged Delves and get a special achievement is to delegate this task to our professionals and see Delves being completed one by one.
So, you need to install your Titan Memory Card in the Titan DISC device to increase its item level. You will need 4 of them to reach max ilvl, meaning this task will take you 4 weeks to complete.
