There are several ways to get it. The first one is grinding the Derelict Leviathan activities: the Nightmare Containment Tier III and Sever. It is the most random way, but it can bring a god roll. The second way is crafting. It means to grind, too (you play Destiny, after all), but the point is to complete five Deepsight Resonance variations to unlock the pattern.
