This mount does not drop in LFR and has never been obtainable with bonus rolls, so you cannot use Elder Charms of Good Fortune to get it.

There’s no special secret in Astral Cloud Serpent’s acquisition. All you have to do is go to the Mogu'shan Terrace, enter the Mogu'shan Vaults raid and defeat all the bosses up to the fifth one, Elegon. Both Normal and Heroic difficulties will do, as well as any raid size.

Once the Elegon is defeated, Cache of Pure Energy will spawn and you’ll get your chance to get the mount. You don’t have to finish the raid to try and get the mount, but Elegon is second to last boss anyway. From that point on, it’s entirely up to luck whether you get this mount or not.

The Astral Cloud Serpent drops from the astral dragon Elegon, fifth boss of the Mogu'shan Vaults raid. The raid is located in the north-eastern region of Kun-Lai Summit, on the Mogu'shan Terrace, 59.7, 39. Having any kind of flying mount will make getting to the entrance of the raid much easier.

Sadly, you won’t be able to use the bonus roll to get the Astral Cloud Serpent. Your only two options are either manually farming it from the Mogu'shan Vaults raid or get it from the Black Market.
