The Hellfire Citadel’s raid entrance is located at 45.6, 53.5, at the center of the Tanaan Jungle, Draenor. Ideally, you’d have to complete a quest chain to get access to the location, starting with the “Garrison Campaign: War Council” quest, but there is still a way to get there manually through the gate in northern Talador (74.5, 8).
