The Horseman’s Reins have only about a 0.4-0.5% drop chance and are available only for a two-week window in late October. The challenging nature of this mount’s acquirement makes it pretty rare indeed.
During the Hallow’s End event, fight the Headless Horseman event boss at a Graveyard inside the Scarlet Monastery dungeon. The mount is one of the random loot drops you can get after finishing the boss off. Sadly, at this point, it’s all down to luck, so to get the mount, you’ll have to keep fighting him until you get what you want. Remember that while there’s no limit to how many times you can fight this boss, a single character can summon him only once per day.
First, you must get to the Scarlet Monastery dungeon, located in the northeastern corner of Tirisfal Glades, Lordaeron, Eastern Kingdoms. Once inside the dungeon, head over to the Graveyard, one of the dungeon’s wings. After reaching the Graveyard, look for a Pumpkin Shrine with a “Loosely Turned Soil” right behind it. Interact with the shrine, get the “Dreary Candle” by accepting the “Call the Headless Horseman” daily quest and put the candle into the aforementioned pile of soil - the Headless Horseman is summoned!
Originally, the Headless Horseman was added all the way back in 2007 during the Burning Crusade expansion. And while he technically wasn’t the first holiday boss, you can consider him the first real, full-fledged holiday boss.

A single character can summon the Headless Horseman only once per day. But that means that, say, a party of five can summon the boss five times in a single day without switching. And if you change party members, there’s no real limit until you run out of people who haven’t summoned him yet. Though keep in mind that once the Hallow’s End event ends, you’ll no longer be able to call the Headless Horseman, at least not until the following year.
There’s only about a 0.4% chance that you’ll get the Horseman’s Reins as the boss drop. It can take quite a lot of time and many attempts before you’ll get the mount, and that’s if you’ll manage to get it at all before the event ends.
