The Temple does not hand its set over directly. Tier 2.5 comes from trading tokens, idols and scarabs at the Brood of Nozdormu, and that faction starts you at Hated, so the reputation is as much of a gate as the bosses are. Everything below is in the loot pool on a WoW Classic+ Temple of Ahn'Qiraj raid Boost, though which pieces drop is decided by the game.
