Yes, Classic Onyxial’s Lair raid had an attunement quest to go along with it up until WotLK came along. Afterwards, it was removed to streamline the process. This is a double edged sword, because it makes entering the raid much much easier, since the attunement quest was a really long and cumbersome one.

On the other hand, this attunement quest involved a lot of good old roleplay, as players had to travel all over the game world, talk with various NPCs, search for the objectives by themselves and watch the epic events unfold right in front of them.

Yes, Onyxia’s Lair attunement requirement was eventually removed, just as with many other old raids. In this case, it happened with the release of the Wrath of the Lich King expansion. Short answer is that you have to complete a lengthy quest chain in order to complete the attunement for the Onyxia’s Lair raid. Giving a more elaborate answer is hard since not only are both quest lines quite massive, but they are also very different between the two factions. What we can say is how the quest chains start:

For the Horde: get the Warlord's Command quest from the Warlord Goretooth at Blackrock Spire.

For the Alliance: get the Dragonkin Menace quest from the Helendis Riverhorn at Burning Steppes.
